從海邊濕地、平原農地到山地的森林都是東方鵟有可能棲息的環境，小型哺乳類、鳥類、兩棲爬蟲、昆蟲都可以是牠的食物。
東方鵟曾經有很常一段時間被視為歐亞鵟（Buteo buteo）的其中一個亞種，直到後來的分子親緣研究才將牠獨立為一個物種。不過即使獨立出來後，關於牠的生活史與亞種分類依然有許多待解之謎。
光是會出現在日本的東方鵟就有分屬幾個不同的族群，其中分布在大東島的族群（B. japonicus oshiroi）基本上已被認定滅絕；分布在伊豆群島和小笠原群島的東方鵟族群（B. j. toyoshimai）為日本特有亞種，目前因為島上大樹減少，牠們開始出現在岩石裸露地或懸崖上繁殖。
關於會遷徙的東方鵟族群，最近日本團隊的研究則認為可以以日本海為分界，分成在日本本州北部、北海道、俄羅斯薩哈林島南端繁殖，冬季遷徙到日本西南方度冬的日本列島族群（B. j. japonicus）；以及廣泛繁殖地分布在西伯利亞、蒙古、中國東北部的歐亞大陸群體（B. j. burmanicus），牠們只有在遷徙時才會有部分群體從韓國跨越對馬海峽來到日本西部度冬，其他則會持續向南，前往中國南方、東南亞，牠們甚至還被記錄偶爾會遷徙至中亞、印度等地區度冬。
東方鵟冬季在台灣不算少見，從沿海濕地、平地，甚至到高山地區都有不少乘著風覓食飛行的目擊紀錄，至於牠們是來自哪個遷徙群體，則有待更多研究確認解答。
